Outlines of the Regulation.
Amendments to MARPOL Annex VI that makes
the regulation of Energy Efficiency Existing Ship Index (EEXI) mandatory were
adopted at 76th session of the Marine Environment Protection Committee (MEPC
76) held in June 2021.
EEXI regulation applies to ships of 400
gross tonnage and above, and whose ship type falls into one or more of the
categories* in regulation 2 of MARPOL Annex VI. Ships to which the regulation
applies will be required to calculate EEXI value of each individual ship (i.e.
attained EEXI) and the value shall be equal to or less than the allowable
maximum value (i.e. required EEXI). Furthermore, if attained EEXI cannot
satisfy the required EEXI, the ship should implement any countermeasures, such
as shaft/engine power limitation, retrofitting energy saving devices, etc.
The certification of EEXI (i.e. revising
International Energy Efficiency (IEE) Certificate) will take place at the first
annual, intermediate or renewal survey of the International Air Pollution
Prevention (IAPP) Certificate on or after 1st January 2023 for ships delivered
before 1st January 2023, or at the initial survey of IEE Certificate for ships
delivered on or after 1st January 2023. The verification of EEXI shall be
completed by the date of the survey.

carrier, Tanker, Containership, General cargo ship, Refrigerated cargo carrier,
Combination carrier, Ro-ro cargo ship, Ro-ro cargo ship (vehicle carrier),
Ro-ro passenger ship, LNG carrier having conventional propulsion, and
cruise passenger ship and LNG carrier having non-conventional propulsion (i.e.
diesel-electric propulsion, turbine propulsion, hybrid propulsion systems,
etc.)

EEXI simple assessment service
EEDI Section of Hull Department provides
the simple calculations of attained EEXI value and estimations of
required EPL power in accordance with EEXI
calculation guidelines as per requests from customers.

reference and not related to the actual EEXI verification.
Furthermore,we developed “EEXI Simplified Planner” for Bulk carriers, Gas carrier, Tanker, Containership, and Ro-ro cargo ship (vehicle carrier). The assessment tool can be downloaded.
Note:The assessment result obtained from this tool is also just for reference and not related to the actual EEXI verification. The attained EEXI is calculated using the “default value of SFC (i.e. SFCME,app: 190g/kWh, SFCAE,app: 215g/kWh)” and“ ship speed calculated by the simple formula (i.e. Vref,app)” specified in EEXI Calculation Guidelines. The required value of EPL (Engine Power Limitation) in order to comply with EEXI requirement is estimated based on the calculated attained EEXI.
